Québec’s new rules for ticket resellers and subscription businesses take effect Saturday, September 12, adding disclosure and cancellation requirements for transactions with consumers.

The province’s consumer-protection office says resale websites and apps must tell visitors that the tickets are being resold and may be available for less through the official box office. Before a purchase, a reseller must disclose the ticket’s original value, the nature of every fee, the official box office and its advertised price.

Changes also affect subscriptions

When a consumer has the right to cancel an online subscription, the business must provide an easily accessible cancellation button. The rules cover services such as mobile phone plans, meal delivery and audio or video streaming.

Businesses must also send written notice two to 10 days before a temporary subscription discount ends, identifying the regular price and the date it begins. Mandatory one-time charges for an ongoing service supplied at a distance—such as an Internet installation fee—must be displayed beside the recurring price.

A ticket may be resold above the official price only when the reseller has written permission from the producer and, where applicable, the presenter.
