New St. John’s supportive-housing contracts will serve 45 people
Stella’s Circle and Bensaid Services were selected for two programs replacing Horizons at 106, while a third contract remains under review.

Newfoundland and Labrador Housing Corporation has selected two operators for transitional and supportive living programs in St. John’s as Horizons at 106 prepares to close by December 31.
Stella’s Circle will provide moderate case management for 25 people, including at least five in-home support visits each week. Its three-year contract is valued at about $1.3 million annually.
Bensaid Services will operate an intensive case-management model with a staffed, round-the-clock response for 20 people. Its three-year contract is worth about $2.2 million per year.
Both operators have proposed housing plans and own properties for participants; Stella’s Circle may also use housing benefits or dedicated public-housing units. A third procurement for light case management across 30 units remains under review.
The agency said all 45 current Horizons residents will be accommodated through the two announced programs or temporarily in public-housing units with staff support while a longer-term model is arranged. The average annual cost of the two contracts is approximately $3.5 million, compared with $14.5 million spent operating Horizons in 2025–26.
