Construction starts on $187-million Goose Bay heating overhaul

Construction has started on a new central heating plant at 5 Wing Goose Bay as part of a $187-million project to move the military base away from diesel heating and onto Labrador’s electrical grid.

National Defence marked the groundbreaking on October 2. The department awarded the energy-performance contract to MCW Custom Energy Solutions Ltd. in December 2025 and says the heating plant is the project’s central component.

The plan also includes upgrades to control systems and utility metering. Newfoundland and Labrador Hydro is providing an additional 20 megawatts of electrical capacity for the transition.

National Defence estimates the work will reduce the base’s energy costs by 77 per cent, or about $8.6 million annually, and cut greenhouse-gas emissions by roughly 19,000 tonnes a year. Completion is anticipated in December 2030, and the base is expected to remain operational during construction.
