Carney schedules Strasbourg and Liverpool trip for trade and security talks

Prime Minister Mark Carney is scheduled to travel to Strasbourg, France, and Liverpool, United Kingdom, from September 15 to 17 for talks on Canada’s European economic and security relationships.

The Prime Minister’s Office announced the itinerary September 12. In Strasbourg, Carney is expected to address the European Parliament, attend European Commission President Ursula von der Leyen’s State of the European Union address and meet members of Parliament.

First meeting with the British prime minister

In Liverpool, Carney is scheduled to meet British Prime Minister Andy Burnham for the first time. The PMO said their agenda will include defence and security, energy, artificial intelligence and critical minerals.

The government is presenting the trip as part of an effort to expand trade and investment ties beyond the United States. According to the PMO, two-way Canada–European Union trade in goods and services was worth about $178 billion in 2025.

Canada is also due to host a Canada–EU summit October 29 and 30. The September travel announcement describes planned meetings and does not itself establish new agreements.
