Canada’s new Immigration Levels Plan sets a target of 380,000 permanent-resident admissions in each of 2027, 2028 and 2029.

The federal backgrounder says economic immigration would account for more than 64 per cent of permanent admissions. It also sets a target of 370,000 new temporary-resident arrivals in each year, comprising 220,000 workers and up to 150,000 international students.

The plan’s stated objective is to reduce the temporary-resident share of Canada’s population while keeping permanent-resident admissions below one per cent of the population beyond 2027.

The government also described additional 2027 processing space for selected pathways involving some workers already in Canada and people admitted on humanitarian grounds. These are national planning targets, not approvals for individual applications, and program-specific rules continue to apply.
