Québec’s new agroenvironmental regulation will start taking effect on January 1, 2027, beginning a two-year transition from the province’s existing agricultural operations rules.

The Regulation respecting agroenvironmental protection, known by its French acronym RPAE, will replace the Regulation respecting agricultural operations. Some existing provisions will remain in force until January 1, 2029.

The province says the new rules apply across Québec and cover agricultural activities in buildings and greenhouses, aquaculture, manure management, certain livestock operations, fertilizer use and activities in environmentally sensitive areas. RPAE provisions take precedence over municipal regulations on the same subject, and municipalities are being asked to review their own rules for consistency.
