Québec’s final regional deadline for ending most use of private staffing agencies and independent labour in health and social services passed on October 18, extending the rules to the province’s remote regions.

The affected regions are Bas-Saint-Laurent, Outaouais, Abitibi-Témiscamingue, Côte-Nord, Nord-du-Québec, Gaspésie–Îles-de-la-Madeleine and Nunavik. Urban regions were subject to an earlier April 2025 deadline, while a second group of regions reached its deadline in October 2025.

The current Québec government guidance, updated July 13, 2026, says the restrictions generally apply to public institutions, private contracted institutions and seniors’ residences with more than 15 rental units, with some exceptions.

A phased policy, not a new announcement

The October 18 date was set under legislation and regulations adopted in 2023 and later adjusted. Monday’s change is the arrival of the final scheduled regional deadline, not a newly announced policy.

The province says the phased approach is intended to improve staffing stability and reduce costs. The guidance also notes that public institutions have been reducing their reliance on external labour progressively since 2023 to support continuity of care and services.
